N Anbarasan, a software developer based in Tamil Nadu India publicaly said in an eForum , "TACE proponents practice corrupt methods" and questons the current motives behind Tamil Nadu Governments efforts to introduce yet another Tamil Encoding Scheme without proper evaluation of current standards. He asks, "..When the Task Force has taken the above decisions, Why should the Task Force wind-up its mandated task without testing the modified Unicode? ..Why the Govt has not sanctioned the grant to test the modified Unicode? ..Is it fair to enforce an encoding on tamils without even studying its impact in day-to-day use... As far as the TACE proponents practice the corrupt methods to achieve their goals, I would continue to express my views inspite of the efforts of TACE proponents to tarnish me..."
Full Text of Email Dear Colleagues, Manivannan : You have accused the coordinators of the task force of malfeasance because of your grievance about not getting 8 lakhs as grant from the government to test your proposal. Anbarasan : In order to see whether there is any merit in the accusation of Manivannan that I am aggrieved for not getting Rs.8/- Lakhs as grants from the Govt of Tamilnadu. Following are the decision of the Task Force pertaining to Modification of Unicode: 1. 1st Meeting of the task force held on 07.12.2006 Mr.N.Anbarasan will present possible modifications for the existing scheme for improvements. (refers to 4th item of discussion) 2. 4th Meeting of the task force held on 05.04.2007 a) Mr.Anbarasan of Apple Soft has offered to present modification to the existing Tamil Unicode system. It was decided that this may be taken up in the subsequent meeting for consideration after the presentation of the revised scheme by Mr.Anbarasan. (refers to 4th decision/resolution on page 4) b) For testing the above schemes, additional sanction may be sought from Government, if necessary. (refers to 5th decision/resolution on page 4) 3. 5th Meeting of the task force held on 30.04.2007 a) Thiru N.Anbarsan then made a presentation on his proposal for modifying the present Unicode for improvements. It was decided to conduct a separate meeting to discuss Thiru N.Anbarasan’s proposal on 9.5.2007, Wednesday, at 11.00 A.M. at the Board Room of TVU. (refers to 2nd decision) b) The following will be the Agenda for the next meeting on 09.05.2007. i) Discussing and finalizing the modifications suggested by Thiru N.Anbarasan. ii) To consider the test procedure to be proposed by Thiru N.Anbarasan. iii) To consider additional requirements of time and funds for testing the modified Unicode. (refers to 7th decision) 4. 6th Meeting of the task force held on 09.05.2007 Thiru. N. Anbarasan presented his proposed encoding and a scheme for testing the same for usability. After considering the proposal, it was decided that his proposal for testing may also include all the other two encoding schemes for usability. He was asked to submit the revised proposal shortly for further consideration. (refers to 2nd decision) 5. 11th Meeting of the task force held on 24.11.2007 a) Thiru.N. Anbarasan presented the test results on the usability of existing Unicode, modified Unicode, Old TACE16 and New TACE16 in the existing software. (refers to 5th decision) b) When the members raised certain points regarding the results, he clarified that the results are valid only for the existing Unicode enabled frame work when TACE16 is not accepted by Unicode. (refers to 5th decision)
I summarise the following points, which establishes that there is NO basis for the allegation of Manivannan: When the Task Force has taken the above decisions, Why should the Task Force wind-up its mandated task without testing the modified Unicode? Why the Govt has not sanctioned the grant to test the modified Unicode? Is it fair to enforce an encoding on tamils without even studying its impact in day-to-day use. As far as the TACE proponents practice the corrupt methods to achieve their goals, I would continue to express my views inspite of the efforts of TACE proponents to tarnish me. N. Anbarasan |
